Proposed Changes to the Controlled Alien Species Regulation

The Government of B.C. is reviewing the Controlled Alien Species (CAS) Regulation with the primary intention of adding aquatic invasive species and creating new restrictions in relation to these species. In collaboration, the Ministry of Forests, Lands and Natural Resource Operations and the Ministry of Environment have developed a Policy Intentions Paper for Consultation (Intentions Paper) for the proposed changes to the CAS Regulation. The purpose of this Intentions Paper is to describe the proposed policy direction related to aquatic invasive species, outline two other proposed housekeeping amendments, and seek responses and comments from stakeholders and the public on the intentions of the proposed changes.

The two housekeeping amendments include:

  1. clarifying which species of monitor lizards should be considered prohibited and addressing taxonomic challenges; and
  2. providing more detailed definitions for accredited zoos and aquariums, certified education institutions and certified research institutions in the context of the CAS Regulation.

The Ministry of FLNRO is soliciting comments regarding the Intentions Paper at the link provided below and will be carefully considering the feedback received in preparing regulatory amendments:

Following review of comments and submissions, the ministries will complete drafting of the proposed regulatory changes.

Public Consultation Process

A summary report of comments and submissions received, including both printed and web-based responses, will be compiled by ministry staff and considered by the appropriate decision makers. Comments received will be treated as confidential by government staff and will not be posted to the website or replied to directly. Please note that all comments will be collected under the authority of Section 26 (c) of the Freedom of Information and Protection of Privacy Act (FOIPPA).

The consultation process began on October 10, 2012 and the Intentions Paper will be posted on this site until October 24, 2012, the deadline for submitting comments.
